Applying for Certificate of Entry (COE) for a Non-Thai national

1. CHECK YOUR ELIGIBILITY: check if you are eligible to enter Thailand and in which category of permitted person are you (see details)

2. PRE-APPROVAL: please sent following details and documents (PDF. file only) to [email protected]

2.1 Personal information: Full name / Nationality / Contact number
2.2 Which category of permitted person are you?  (please see item 1. CHECK YOUR ELIGIBILITY) for example, “(6) a spouse, parents, or children of a Thai national”
2.3 Submit required documents as follows:

(1) a completed Declaration Form (download)
(2) copy of applicant’s passport
(3) copy of valid visa (if already acquired)
(4) health insurance policy (in English or Thai only) with a minimum coverage of USD 100,000 covering treatment and medical expenses related to COVID-19 during stay in Thailand but not least than 3 months. (an insurance’s covering period must cover a period that permit/ re-entry / visa allows to stay in Thailand)
(5) copy of marriage certificate (for spouse) or birth certificate (for children) or other relationship certificate (for dependent only) (in English or Thai)
(6) additional documents required for each category of permitted person (see details)

** The process of pre-approval shall take 2 – 4 working days. (holidays are not included) In case the applicant submits insufficient or incorrect document(s), the Consular staff will ask to submit additional documents which will take more time for processing.

3. BOOK A FLIGHT AND ACCOMODATION

– Once the application is pre-approved, the Consular staff will inform you the authorized commercial flight from China to Thailand. (Currently, the approved applicants are permitted to enter Thailand only by repatriation flights arranged by the Royal Thai Embassy or the Royal Thai Consulate-General)

– The applicant can now book a flight to Thailand (in accordance with the information from the Consular staff) and a 14-day Alternative State Quarantine (ASQ). More information, including list of permitted hotels (in Thai) can be found at http://hsscovid.com/.

– please reply the Embassy e-mail together with (1) flight booking confirmation and (2) booking of ASQ for the final COE approval

** the applicant must submit flight and ASQ bookings by e-mail at least 3 working days before the date of departure (i.e. if your departure is on Tuesday, the bookings must be submitted within Thursday of the previous week)

4. FINAL APPROVAL: Once the COE is approved, the Embassy will send an electronic version of COE to the applicant’s e-mail. Those who apply for Visa are required to submit and collect passport at the Embassy in person.

Requested Documents at the airports upon departing and arrival

Upon the check-in desk at the departing airport and arriving airport in Thailand, the applicants will be requested to present the following documents:

          (1) a Certificate of Entry (COE) issued by the Royal Thai Embassy or Consulates-General
          (2) a completed Declaration form
          (3) a “Fit to Fly” or “Fit to Travel” Health Certificate issued no more than 72 hours before departure
          (4) a “COVID -free Certificate with RT-PCR method laboratory result” issued no more than 72 hours before departure
          (5) a confirmed booking of 14-day Alternative State Quarantine (ASQ) or Alternative Hospital Quarantine (AHQ).
          (6) health insurance policy with a minimum coverage of USD 100,000 covering treatment and medical expenses related to COVID-19 during stay in Thailand. (in English or Thai)

Disease Prevention Measures

Please kindly informed that upon arrival into Thailand, the non-Thai visitors will be subject to 14-days Alternative State Quarantine (ASQ) with their own expenses and will be requested to comply with relevant disease prevention measures prescribed by the Government of Thailand.

Category of Non-Thai national who are eligible to apply for Certificate of Entry

(3) persons on diplomatic or consular missions or under International organizations, or representatives of foreign government performing their duties in the Kingdom, or persons of other international agencies as permitted by the Ministry of Foreign Affairs pertaining to necessity, including their spouse, parents, or children

(6) a spouse, parents, or children of a Thai national

(7) holder of a certificate of residence, including their spouses and children

(8) holder of Thai work permit (WP10) or persons who have been granted permission to work in Thailand (WP3 / other permissions), including their spouse or children

(9) students of educational institutions approved by Thai authorities, including the parents or guardians of the students

(10) non-Thai nationals who need to receive medical treatment in Thailand including their accompanying persons, except for treatment for COVID-19

(11-Elite) holder of Thailand Elite visa (* please contact Thailand Privilege Co., Ltd. for a registration before apply for COE from the Embassy) 

(11-OA/OX) holder of Long Stay (O-A) or Long Stay 10 years (O-X) visa (Retirement visa)

(11-APEC) holder of APEC Card (*Chinese nationals only)

(11-STV) holder of Special Tourist Visa (STV)

(11-TR) holder of Tourist Visa (TR) 

(11-Non-B) holder of Non-Immigrant Visa B (visiting Thailand for business purpose)

Additional Documents required for the following types of applicants,

(3) Persons on diplomatic or consular missions or under International organizations, or representatives of foreign government performing their duties in the Kingdom, or persons of other international agencies as permitted by the Ministry of Foreign Affairs pertaining to necessity, including their spouse, parents, or children.

– An alternative submission for health insurance can be a letter from the responsible organization affirming responsibility for healthcare or treatment expenses, or documentary evidence guarantee that the traveler is able to take responsibility for his/her own healthcare or treatment expenses including for COVID-19, throughout the duration of stay in Thailand

(6) a spouse, parents, or children of a Thai national

– copy of Thai spouse’s / parent’s Thai passport or Thai Identification card.
– marriage certificate (for spouse) or birth certificate (for children) or other relationship certificate (in English or Thai)

(7) holder of a certificate of residence, including their spouses and children

– Certificate of residence in Thailand with the “Re-Entry Permit” endorsement that still valid or expired after 26 March 2020. 

(8) Holder of Thai work permit (WP10) or persons who have been granted permission to work in Thailand (WP3 / other permissions), including their spouse or children

– copy of Valid Thai Work Permit (WP3 or WP10) or copy of letter issued by the relevant authorities of Thailand indicating permission for entry into Thailand for working purposes (for the main applicant only)

(9) Students of educational institutions approved by Thai authorities, including the parents or guardians of the students

– Certificate of Student Status or Acceptance Letter, issued by approved Thai educational institution no more than 3 months
– Approval Letter from the authorized agency that supervised the designated school (except for International School’s students and University students)

(10) Non-Thai nationals who need to receive medical treatment in Thailand including their accompanying persons, except for treatment for COVID-19

– A proof of guarantee (bank statement or certificate) that the applicant will be responsible for the expenses of medical treatment or any other expenses incurred during the stay in Thailand.
– Sending Letter from the LOCAL hospital confirming the necessity for medical treatment in Thailand
– Acceptance Letter from the Hospital in Thailand with confirmation of 14-days hospital quarantine arrangement for the patient and accompanies  

(11) Thailand Elite visa holders

– no additional documents required

Long Stay (O-A) and Long Stay 10 years (O-X) visa holders (Retirement visa holders)

– no additional documents required

APEC Card holders of Chinese nationals

– no additional documents required

Special Tourist Visa (STV)

– no additional documents required

Tourist Visa (TR)

– no additional documents required

Non-Immigrant Visa (Non-B) holders

– no additional documents required
